On October 24th, David spoke before the US Army Corps of Engineers meeting regarding the proposed levee for the area.

He discussed the fact that it’s not simply concerned for District 9 being excluded from the proposed levee, but there is also reasonable worry that our situation will actually worsen should the levee be built.

He mentioned, as he had mentioned before the levee board, that there is a significant failure in communication.

One thing that was clearly evident that evening, as we saw from the sustained outrage, is that people simply do not “Trust the Plan!”
